Regulation (EC) 1223/2009 — safe cosmetic products

Regulation (EC) No 1223/2009 sets the rules that any cosmetic product placed on the market in the European Union must follow, to ensure a high level of health protection. It applies directly in Romania, as in any member state.

In practice, every product has an information file and a responsible person, and banned substances may not be used. Salons and retailers must update their offerings accordingly. Market surveillance and the penalising of non-compliant products fall to ANPC, while monitoring the impact on health is up to the Ministry of Health.
